Expanding Spay/Neuter Access Through Legislative Advocacy
Loren Breen, Director of Policy, Research, and Government Affairs at the Animal Policy Group, recently joined United We Spay to discuss the sharp rise in spay-neuter legislation—from just 100 bills in 2017 to over 2,300 in recent years. During the conversation, Loren explored the evolving legal landscape, including prohibitive measures and innovative funding initiatives like California’s euthanasia prevention tax and Louisiana’s pet stamp program.
She also highlighted key challenges in advancing these policies and emphasized the importance of veterinarians and state associations in advocacy efforts. Addressing the ongoing veterinary staffing shortage, Loren discussed legislative shifts that could expand the roles of veterinary technicians, such as California’s bill allowing RVTs to perform neuter surgeries under supervision. Telemedicine, which is gaining traction in states like Florida, was another potential solution explored.
For those looking to get involved, Loren encouraged engagement with United Spay Alliance’s resources and ongoing advocacy efforts.
