The core problem, they write, is a complete lack of standardization. Every clinic uses its own software, so records arrive as invoices, certificates, or full medical histories, and facilities increasingly ask for more than core vaccines, including fecal tests, canine influenza, and leptospirosis. Staff end up manually interpreting dates at check-in, screenshots get rejected because they are easy to forge, and recovering a lost record from a closed clinic can take days.

Layered on top is a patchwork of state and local regulation. AVMA vaccination guidelines are only recommendations, and legal requirements vary widely between states, with some silent on the topic entirely. That inconsistency creates real confusion for multi-state practices and facilities. The authors point to Nevada as a national leader, where a mandated 48-hour turnaround for certain records gives owners timely access to their pets’ health data instead of leaving it gatekept.

The paperwork hurdle, they argue, is a systemic communication failure between clinics, owners, and service providers, and a secure, standardized approach to records access would leave everyone better off: happier pet owners, less burdened facilities, and clear regulatory compliance.
